About Opportunity NYC Family Rewards

Opportunity NYC Family Rewards is a privately funded pilot initiative that aims to help New Yorkers break the cycle of poverty.

The program builds on the conceptual framework and success of international conditional cash transfer (CCT) programs, and is the first major CCT initiative implemented in the United States.

The principal objective of Opportunity NYC Family Rewards is to test the impact of monetary incentives on children’s education, family health and adults’ workforce outcomes. The program has been implemented at a local level in six community-based organizations within the target communities of South Bronx, East and Central Harlem in Manhattan, and Brownsville and East New York in Brooklyn.
 


Opportunity NYC Family Rewards aims to:

1. Lessen immediate income-related hardships for low-income families through cash transfers

2. Encourage low-income families to increase, or sustain, positive efforts to improve their futures

3. Help and encourage families to invest in their children’s futures

Project Partners

Opportunity NYC Family Rewards involves three leading organizations: the Center for Economic Opportunity, MDRC and Seedco.


The CEO was established by Mayor Bloomberg to implement innovative ways to reduce poverty in New York City by working with City agencies to design and implement evidence-based initiatives aimed at poverty reduction. The CEO is charged with oversight of Opportunity NYC, including its design, management and implementation.


MDRC is a nonprofit, nonpartisan social policy research organization dedicated to learning what works to improve the well-being of low-income people. MDRC comprehensively evaluates Opportunity NYC Family Rewards based on three major areas of research: implementation and process analysis, impact analysis, and benefit-cost analysis.

Seedco is a national nonprofit organization that works with local partners to create economic opportunities for disadvantaged job seekers, workers, and neighborhood entrepreneurs. Working through community partners to facilitate outreach, enrollment and monitoring of Opportunity NYC Family Rewards, Seedco manages the implementation and ongoing operations of the program.
